Decisions on the appropriate measures to prevent, reduce or transfer disaster-related losses require a solid statistical basis. Sufficient agricultural, climate, and socio-economic data needs to be available for an informed decision-making process among all stakeholders. This includes information on the frequency and severity of disasters in terms of incurred losses, as well as exposure and vulnerability of potentially affected livelihoods. Availability and access to the right information pertaining to weather and agriculture are one of the core requirements for administering an effective crop insurance program. A government data sharing protocol on the access and use of relevant information for insurance purposes, and subsidies on data cost, can support the development of crop insurance products and open the market to insurers and reinsurers.
